Yes. Scientists of Central Rice Research Institute (CRRI), developed new rice variant named "Aghaono Bora", a soft rice or komal chawl, takes 45 minutes if soaked in normal water and if the water is lukewarm, it is ready in 15 minutes.
However, the soft rice varieties grown across Assam and the North-East, are ready to eat after they are soaked in plain water. it is a low-yielding crop that grows only in a cool climate.
The Scientists from CRRI, one of the premier research institutes on grains in the world, developed a hybrid of traditional soft rice with a high yielding variety of regular rice, that could be grown in different climates across India.
"We wanted to see whether the same rice can be grown here and retain the same properties. We saw it behaves the same way. Simply soak it in water and the rice is ready to eat but the quality of water has to be clean and potable. The idea is to avoid any waterborne disease," said Tapan Kumar Adhya, director, CRRI.
“This rice variety, which comes under soft rice category, helps in saving fuel as it doesn’t require any boiling ,” said Tapan Kumar Adhya.

ya, this is an unique and interesting idea.But i have a question,Is it really possible to avoid waterborne disease? what is the major process in this achievement.
Heating of food is having two important roles that is heat killing of microorganism and conversion of hard non soluble macromolucles into soluble molucle to digest release of ATP,rice boiling is not a great fuel waste it can be reduced with good cooking practice.Any how this invention may help in military force as emergency food for soldiers.

It would seem to me, that other non-fossil fuel cooking techniques, whether they be solar stoves, biogas cooking appliances or geothermal even, would be far more efficient and healthful than this "invention". This only answers one single food source (albeit a staple) to not 'have' to be cooked, but as Hanu has said, the boiling of water during food prep serves two very other important services, and so, I highly disagree that this is an important invention that will have much positive impact. And as far as military applications, I'm sure soldiers on foot need a far faster way to prep food than soaking it for 45 minutes. Precooked ration pouches win out here I think.
